dc.collen is the length of dc.col, not the maximum index, hence if x is
equal to dc.collen, then it's an error.
With config.def.h, the last valid index is 259, so this correctly
reports "black":
$ printf '\033]4;259;?\e\\'
260 is an invalid index and this reports garbage instead of printing an
error:
$ printf '\033]4;260;?\e\\'

In order to build st you need the Xlib header files.
Installation
------------
Edit config.mk to match your local setup (st is installed into
the /usr/local namespace by default).
Afterwards enter the following command to build and install st (if
necessary as root):
make clean install
Running st
----------
If you did not install st with make clean install, you must compile
the st terminfo entry with the following command:
tic -sx st.info
